    Thank you, Ronald. (I've said it before,and I'll say it again. The program as it is set up right now does not work. The Service (and Congress) need to make this a more participative process (most of the time, the personnel assigned have no idea what they are even looking at, and a lot of this has to do with guidance). And if Sec, 6103 comes into issue, its an easy work-around to fix this).

    Simply put, the Service on its own will never get to where they need to regarding this program. Informant input is critical .
